Victor Miramontes

MANAGING PARTNER

Over the past twenty years Victor Miramontes, a founding partner of CityView, Cisneros Miramontes (including affiliated CM DG) and SAT Automotive Technologies, has been responsible for each company’s initial conceptualization, formation, funding, and start of operations. Mr. Miramontes is a member of each entity’s governance board of directors, serves on the real estate companies’ various investment committees and is the chairman of the automotive company, the ownership entity of a Toyota Tier 1 supplier, Avanzar. CityView is an institutional multifamily asset management and development company that has produced over $4 Billion of urban housing units, principally in California. Cisneros Miramontes is a San Antonio based company principally investing and developing local affordable multifamily housing projects. Mr. Miramontes is the managing partner of CM DG, which in turn is the managing partner of the various real estate investment and operations entities, including Mission DG

Immediately prior to his teaming up, once again, with Mr. Henry Cisneros in 2000 to form the predecessor company to CityView and then CityView itself, Mr. Miramontes was the CEO of the North American Development Bank, an international development bank (“NADB”). NADB provides key infrastructure including water, wastewater treatment, transportation and energy projects in the US and Mexican border urban communities. He was the newly formed institution’s first employee in 1994 and was responsible for the bank’s initial operations, policy formation, capitalization, programs and projects. Policies and programs initiated by Mr. Miramontes have provided billions in new investments and continue to provide project funding, critical system management assistance and training for key border utility professionals
Mr. Miramontes had previously worked with multiple institutions focusing primarily on the establishment of new projects, divisions and business ventures. Prior to Mr. Cisneros’ departure in the early 90’s from San Antonio to become the Secretary of Housing and Urban Development, Mr. Miramontes and Mr. Cisneros had established Cisneros Asset Management Company, a successful institutional fixed income money management company. In addition, he has worked with La Quinta Motor Inns (real estate), Paine Webber (project finance), Laredo National Bank (private equity and automotive) and Wells Fargo Bank (corporate clients) in project development/finance, corporate money management, and infrastructure finance. He is currently on the board of directors for Whole Child International and is active in a variety of local San Antonio initiatives. He is a graduate of Stanford University where he holds three degrees in Economics and Law.

Henry Cisneros

PARTNER

Henry Cisneros is currently chairman and a founding partner of CityView, Triple I, an infrastructure asset management company, and Cisneros Miramontes; he is also a major equity partner and chairman of the executive committee of Siebert, Cisneros, Shank, & Co., a Wall Street municipal finance firm, and an equity partner of SAT Automotive Technologies.

Mr. Cisneros’ community-building career began at the local level. After serving three terms as a City Councilmember, in 1981, Mr. Cisneros became the first Hispanic-American mayor of a major U.S. city, San Antonio, Texas. During his four terms as Mayor, he helped rebuild the city’s economic base and spurred the creation of jobs through massive infrastructure and downtown improvements. After completing four terms as Mayor, Mr. Cisneros formed Cisneros Asset Management Company, a fixed income management firm operating nationally and ranked at the time as the second fastest growing money manager in the nation.
In 1992, President Clinton appointed Mr. Cisneros to be Secretary of the U.S. Department of Housing and Urban Development where he served for 5 years. In 1997, Mr. Cisneros was president and chief operating officer of Univision Communications, the Spanish-language broadcaster which has become the fifth-most-watched television network in the nation. Mr. Cisneros currently serves on Univision’s Board of Directors. Mr. Cisneros has served as President of the National League of Cities, as Deputy Chair of the Federal Reserve Bank of Dallas, and as Vice-Chairman of Habitat for Humanity International. He remains active in San Antonio’s leadership where he is former Chairman of the San Antonio Chamber of Commerce, the San Antonio Economic Development Foundation, the San Antonio Hispanic Chamber of Commerce, and BioMed SA. He is a former member of the advisory board of the Bill and Melinda Gates Foundation. Mr. Cisneros has been inducted into the National Association of Homebuilders (NAHB) “Builders Hall of Fame”.
Mr. Cisneros has also been author or editor of several books including: Interwoven Destinies: Cities and the Nation. His book project with former HUD Secretary Jack Kemp, Opportunity and Progress: A Bipartisan Platform for National Housing Policy, was presented the Common Purpose Award for demonstrating the potential of bipartisan cooperation and Casa y Comunidad: Latino Home and Neighborhood Design was awarded the Benjamin Franklin Silver Medal in the category of best business book of 2006. In 2017 he co-authored Building Equitable Cities and co-authored a chapter in the Kerner Commission Report: 50th Anniversary.

Mark Tolley

PARTNER

Mark Tolley has over 28 years of experience within the residential construction industry, focusing predominantly on urban infill, Smart Growth, residential, and mixed-use projects.

His enthusiasm, entrepreneurial spirit, and commitment to excellence are the driving forces behind the ongoing development and success of the company, with over 2,000 residential units either completed or under construction in San Antonio and the surrounding areas.
Prior to joining Mission DG, Mr. Tolley worked as Managing Director of B. Knightly Homes in Austin, Texas, and was Co-Founder and Managing Partner of Urban Pacific Builders of Long Beach, California. Additionally, he served as Senior Vice President of Acquisitions at Regis Homes and Director of Acquisitions at Legacy Homes.
As a Partner, Mr. Tolley’s extensive national experience increases the breadth of Mission DG’s construction and development expertise. He is experienced in all aspects of market rate and affordable housing development, but with special emphasis in the acquisition, renovation, and adaptive reuse of historical properties. Throughout his career, Mr. Tolley has worked with institutional and high-net private investors from across the nation. Over the tenure of his career, he has been responsible for the finance, acquisition, development, construction, and sale of over 6,000 residential units. This list includes multiple historic adaptive reuse projects, condominiums, apartments, and residential detached housing units throughout the United States.
Mr. Tolley attended Oxford University and graduated from University of California at Irvine.

John Latham

PARTNER

John Latham joined Mission DG, LTD after serving as the Chief Investment Officer for an Austin Texas private investment firm with over 350 million dollars in assets. While there he led the acquisitions, development and asset management teams and was directly involved in all the firm’s investments.

He has acquired or developed over 4,000 multifamily units, and as a principal has acquired or developed over $400 million worth of real estate. Prior to that, Mr. Latham spent several years working with various private real estate investment firms as well as Banc of America Securities, LLC in their investment banking division, where his teams raised over $4 billion through IPOs, senior and subordinated debt, convertible equity, and private placements of derivative instruments. He holds a Bachelor’s Degree in Civil Engineering and a Master of Business Administration in Finance from the University of Texas at Austin.
